Proviso 1.103 in the General Appropriations Bill, H.5100 of 2024 reads the following: To receive state funds allocated for State Aid to Classrooms, a school district shall implement a policy adopted by the State Board of Education that prohibits access to personal electronic communication devices by students during the school day. for purposes of this provision, a personal electronic communication device is considered to be a device not authorized for classroom use by a student, utilized to access the Internet, wi-fi, or cellular telephone signals.
Wireless Communication Device Policy
Students may not use cellular phones or any other personal wireless electronic devices, including but not limited to phones, tablets, smartwatches, and game consoles as defined by the General Assembly of South Carolina during any instructional period. This is to include bathroom breaks during class times. There can be no exception to this policy without prior written permissions from the Principal. No staff member other than the Principal may waive this policy.
PROCEDURE
All electronic devices must be surrendered to the classroom teachers at the beginning of each school day. Devices will be securely stored in designated lockboxes and returned at dismissal.
CONSEQUENCE
Any student found in possession of an electronic device during school hours, including devices concealed on school premises, will receive an immediate two-day suspension. This policy ensures a focused learning environment and applies to all personal electronic devices including but not limited to phones, tablets, smartwatches, and game consoles.
